The Human Resources and Document Management Department is an independent unit of the university, managed by a head who reports directly to the Vice-Rector for Infrastructure and Development. The department administers personnel formation and movement based on labor laws.
Key functions of the Department:
- Drafting employment contracts with employees, modifying, and terminating them;
- Preparing rector’s orders for the payment of allowances, bonuses, salary supplements, additional hourly work compensation, compensation for material damages, name changes, dismissals (at the employer's initiative), awards or disciplinary penalties, internships, appointments, vacation grants, establishment or elimination of positions, determination of salary coefficients, and approval of job descriptions;
- Providing mandatory data to the State Social Insurance Fund Board regarding:
- Newly hired employees,
- Employees who have been dismissed,
- Childcare and unpaid leave grants;
- Preparing and issuing employment certificates;
- Upon request, preparing and issuing certificates about employees' work experience and positions held;
- Handling documents for employee certification and position competition processes;
- Preparing vacation schedules for employees in collaboration with department heads;
- Preparing documents required for the employment of foreign nationals;
- Preparing mandatory reports for statistical agencies;
- Preparing informational and analytical material on personnel matters for the university administration.
