Education In 1995 I graduated from the Faculty of Marine Engineering of Klaipeda University and I was awarded a bachelor's degree in maritime transport engineering. In 1996 I graduated as a diploma engineer there and obtained a professional qualification of engineer on-board of seagoing ships. From 1999 to 2000 I studied at the Institute of Transport and Maritime Management (ITMMA), University of Antwerp (Belgium), where I was awarded with a Master's degree in transport and maritime management. In 2002-2006 I studied for a PhD at the Maritime Institute of Klaipeda University and in 2008 I successfully defended my doctoral dissertation at Vilnius Gediminas Technical University, the topic of which - Impact of Tankers’ Constructive Characteristics and Operational Conditions on Accidental Oil Outflow Probability and Scale and was awarded by PhD degree in transport engineering.
Professional experience and main job From 1994 to 1995 I worked at a company Marco Marine in Klaipėda (at that time it was a part of Marco Marine A/S, based in Denmark) as a superintendent (responsibilities: ship engines, fuel systems repairs). From 1996 to 1997 I served in the Lithuanian Shipping Company (LISCO) as a motorman on a seagoing ship. In 1997-1998 I worked at the Klaipėda State Seaport Authority as a mechanical engineer (responsibilities - fleet supervision and maintenance). After the Lithuanian Maritime Safety Administration was established in 2002, I worked in different positions there until its reorganization in 2017: Head of the International Relations Division, Head of the Maritime Standards Division, and since March 2016 - Deputy Director of the Lithuanian Maritime Safety Administration. While working in this position, I supervised hydrography, cartography, vessel traffic monitoring, lighthouse and navigation equipment, also was responsible for the supervision of entities, rendering services related to maritime safety. From July 2017 until the reorganization of the Lithuanian Maritime Safety Administration, I held the position of the acting director of this institution. From December 2017, I was appointed as Head of the Hydrography and Vessel Traffic Monitoring Division of the newly established Lithuanian Transport Safety Administration. From 2000 to 2017, I was appointed as a representative of the Republic of Lithuania in the Maritime Safety Committee (MSC) of the International Maritime Organization (IMO), Assembly, IMO Instrument Implementation Sub-Committee. While working in Lithuanian Maritime Safety Administration I developed and implemented the quality management system (ISO 9001 series). I was appointed as a chief internal auditor (2002-2017) in this organization. I have been nominated by the Lithuanian Maritime Safety Administration as an international auditor under the IMO Voluntary Audit Scheme of the IMO Member States (VIMSAS). During the Lithuanian Presidency of the Council of the European Union (second half of 2013), I was appointed Vice-Chair of the Shipping Working Group (IMO experts). From 2016-2017, I was appointed as an alternate member of the Administrative Board of the European Maritime Safety Agency (EMSA). On October 2017, I chaired the 22nd Conference of the Baltic Sea Hydrographic Commission (BSHC) of the International Hydrographic Organization in Rostock, Germany. From March 2018 I serve in the Transport Accident and Incident Investigation Division of the Ministry of Justice of the Republic of Lithuania in the position of the Investigator-in-charge of marine accidents and incidents. I have carried out six marine accident safety investigations and have published the reports, which are publicly available in English at https://tm.lrv.lt.
Other skills and competences Experience in implementing the Lean Management (LEAN) system in an organization. Certified quality management system auditor (ISO 9001 series standards). Experience in implementation of BWM Convention in Lithuania (one of the authors of scientific study Development of ship ballast water and sediment management and control system in Lithuania, 2016). Diploma of Officer in charge of an engineering watch on ships powered by main propulsion machinery of 750 kW propulsion power and more. Languages spoken - English (C1), Russian. Category B driving license.
